2290 (Heavy Weight Tax) State HVU 2
Anyone who has registered or is required to register a heavy highway motor vehicle with a taxable gross weight of 55,000 pounds or more in their name at the time of first use on the public highways during the reporting period must file Form 2290, Heavy Highway Vehicle Use Tax Return.
Carriers must pay this Tax prior to receiving commercial license plates. This Tax is prorated & the IRS will determine the amount of tax due upon filing.
Vehicles & Vehicles Maintenance Files
Records of all inspections, repairs, and maintenance must be retained.
49 CFR 396.3 requires the following records; Identifying information of the vehicle, including company number, make, serial number (if applicable), year, and tire size; A schedule highlighting the type and due date of inspections and maintenance to be performed; and Inspection, repair and maintenance records indicating the date and nature of each.
Carriers must maintain records of each vehicle they control through ownership or lease for 30 consecutive days.
These records must be retained for 1 year at the location where the vehicle is house or maintained.
These records must be retained for 6 months after the vehicle leaves the carrier’s control (sale, trade-in, etc.).
Passenger carriers must keep records of tests conducted on all emergency doors, emergency marking lights, and pushout windows, which must be inspected every 90 days as stated in 49 CFR 396.3.
UCR Regulations
This is an annual Federal Road Tax for crossing state lines. The filing is automatically attached to your DOT Number and must be renewed annually. This registration expires on December 31st of each year.

IFTA/ IRP
The International Fuel Tax Agreement (IFTA) is an agreement between the 48 contiguous U.S. states and the 10 Canadian provinces that facilitates the simplified way for truckers to pay fuel taxes.
Anyone who owns or operates a Commercial Motor Vehicle in two or more member jurisdictions must obtain an IFTA license and decals from their base jurisdiction.
If you are going to travel through more than one state, you will fall under the requirements of the International Registration Plan (IRP) or apportioned plate registration.

BOC-3 Fillings
This is a lifetime attachment to your current corporate entity.
In order for your MC Number to be authorized at the end of your 21-day mandatory waiting period you are required to attach a BOC-3 filing to your MC Number under DOT Regulation 49 CFR 366.
A BOC-3 is a legal document that provides a list of process agents per state that would accept legal documentation on your company’s behalf.
Drivers File - Stand Alone
Because you are going to be crossing state lines (or are in a “qualified state”) you are required to have Driver Qualification Files per DOT Regulation 49 CFR 391.
This includes background information, including a Motor Vehicle Report, Background Investigation and Investigation of previous employers.
Once your driver questionnaires are completed, we will upload this document to your mobile app.
We recommend keeping a copy at the business address on the application.
This document is valid for 12 months.
The Driver Files will be required to pass your Department of Transportation Safety Audit.
FMCSA Clearinghouse
This is a lifetime registration. The clearinghouse is a secure online database that allows FMCSA, CMV employers, State Driver Licensing Agencies, and law enforcement officials to identify – in real-time – CDL drivers who have violated federal drug and alcohol testing program requirements.
All CDL businesses and drivers must be registered prior to operating.
ELDT Trainings- Coming Soon
FMCSA’s Entry Level Driver Training (ELDT) regulations set the baseline for training requirements for entry-level drivers. This applies to those seeking to:
- Obtain a Class A or Class B CDL for the first time
- Upgrade an existing Class B CDL to a Class A CDL
- Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time
The ELDT regulations are not retroactive; individuals who were issued a CDL or an S, P, or H endorsement prior to February 7, 2022 are not required to complete training for the respective CDL or endorsement.
If an applicant who obtained a CLP prior to February 7, 2022, and obtains a CDL before the CLP or renewed CLP expires, the applicant is not subject to the ELDT requirements.
Any individual who meets one of the exceptions for taking a skills test in 49 CFR Part 383 is also exempt from the ELDT requirements.
